Blue-Green
Algae in Lake Burley Griffin
The
National Capital Authority (NCA) has issued an Extreme Alert Level for
blue-green algae in East Basin, Lotus Bay and Yarralumla Beach in Lake
Burley Griffin.
Secondary-contact (such as rowing, fishing,
boating and canoeing) will still be permitted, however people should
not engage in secondary-contact recreation unless:
- they are experienced;
- they are informed of the algae risks and what to do
if contact occurs;
- they do not engage in primary-contact during the
recreation; and
- shower facilities, with suitable water, are available
for washing after the recreation.
In
particular, contact with algal scum should be avoided.
Clothing
that has been in the water should be washed to remove any blue-green
algae residue.
Water event organisers should ensure all
participants are aware of the blue-green algae alert level, the
associated exposure risks, and provide adequate shower

ACT Rowing
Association appoints Administrative Officer
David
Bagnall, ACTRA president, announced today that Anthony Pardy has been
selected as the ACTRA Administrative Officer. This position became
available as a result of Simon Tulloh recently standing down as
Executive Officer. Anthony comes to ACTRA after many years
involvement as a senior rower at ANUBC who also was the organiser of
the successful University Games Regatta this year, and he has had
extensive experience in both the hospitality and sports industries.
David congratulated Anthony and thanked the other applicants for the
position.

News from
Rowing Australia
The 2010
Nationals
will include club events (double sculls and coxless fours for men and
women) that have rules that exclude elite athletes and composite crews.

RA is in the final stages of the revision of the Level 2
Rowing Course (Club/School coach) and is expecting it will
be released in January.
ACT Local News from
ACTRA President David Bagnall
ACT
Health
has released revised guidelines for management of lake use in relation
to blue-green algae. The management strategy can be found here, and the release letter
summarising the changes is here.
My
reading of these revised guidelines is that where previously mandatory
lake closures for all users were put in place in extreme conditions
(above 125,000 cells/ml) with 'lake closed' signs, the NCA
will
now advise the public that contact with water, or part thereof, poses
an increased risk for secondary contact users following advice from ACT
Health. The risks associated with secondary contact use at this alert
level may be reduced provided that:
- users are experienced
- users understand the algae risk and what to do if
contact occurs
- users do not engage in primary contact
- and showers with suitable water are available.
This
looks as though the impact on our sport will be significantly less than
last season, even if we get similarly high blue green algae readings. I
commend ACT Health for listening to the various lake users and
modifying its guidelines.

Selection
Time Trial on LBG this Friday morning
AIS/ACTAS will be conducting a time trial this Friday (18th) from 7.00am
until approximately 8.00am. The course is from the white poles in the
vicinity of the AIS boatsheds in Yarralumla to the entrance
of Kingston
Boat Harbour.
There will be 40-50 boats taking part and is part of a monthly series of
time trials conducted by the AIS and ACTAS for prospective national team
members.
Safety boats and marshals will be on the course.
Lake closures are not requested for these time trials which are
effectively part of our normal training and we rely on the continued
cooperation of other lake users to have run safe and fair trials.
Please proceed with caution if in the area at that time and follow
instructions from the safety marshals where directed.

The
December meeting of the ACTRA Executive allocated roles to individuals
covering its operating responsibilities. These can be found on the ACTRA Committee

for the Anti-Doping Officer and the Member Protection Information
Officer, Deb Styman.
Significant
Dragon Boat Event on LBG this Saturday
A
15km dragon boat race is being held on Lake Burley Griffin this
Saturday, 12 December. The event will run during the period 07:30 and
12:00 and will be in East, Central and West Basins. Please be
considerate.

Announcement - Executive Officer Resignation
On Sunday morning our Executive Officer Simon Tulloh resigned.
On
behalf of the Association I would like to thank Simon for his hard work
both as Executive Officer and before that as Treasurer.
Simon has worked at accommodating the diverse interests that exist in
ACT clubs, and working to help grow the sport.
We wish him well and look forward to his continuing involvement with
rowing through coaching and administration.
Simon has assured me that he will aid us in a smooth handover and
transition.
Within the next few days the ACTRA executive will start the process of
finding a replacement for Simon.

RC Regatta (#3) - Draw published
The draw and programme for this Saturday's
regatta have been published.
Notes:
- 1000m events are now at 4 minute intervals
- There is a 1 minute interval from a race starting at
the 1000m and the next starting from 1500/1000m
- We are using of 7 lanes from 1500m for the last
division of the WGC 1X enabling a reduction of one race on the
programme.
- The
ACT Roads Dept recently erected “No Parking” signs on the South side of
Lady Denman Drive, this was presented as a safety measure.
The no
parking provisions are policed and fines apply. Abundant
alternative shaded parking is available at the Acacia Inlet picnic area
which is on the Southern (Woden) side of the regatta parking area 400m
further along Lady Denman Drive (after unloading) and on Black Mountain
Peninsular.
- The NCA has advised that there is a triathlon
on Black Mountain Peninsula, but Triathlon ACT does not mention it on
its web site. Take care.

Association Annual General Meeting
The ACTRA AGM was held last night and a new board elected. The new president,
David Bagnall said:
"Brendon Prout is to be commended on his nine years as president of
ACTRA. This period has seen major changes in the administration of the
sport in the ACT including significant changes to the constitution and
creation of the Executive Officer position. Brendon's contribution is
therefore very significant and on behalf of all of us l thank him for
his extensive efforts.
I would also like to thank Suzie Nermutova
and Rick Worboys for their efforts on the Executive over the last 12
months. Both contributed constructively to the administration of the
sport locally."

Burley Griffin partial closure - Sunday 15 November
The
National Capital Authority has announced that LBG will be closed
between Blue Gum Point and Orana Bay during the period 09:00 to 13:30
on Sunday 15 November. This to allow the running of the Telopea Open
Swim. This will prevent traffic leaving or entering Yarralumla Bay and
the AIS jetties during this period.

Australia - 2009 FISA Adaptive Rowing Classification
The
international adaptive rowing classification program has recently been
revised, and the impending changes that have been made will be
effective January 1, 2010. In partnership with the Australian
Paralympic Committee (APC) and in collaboration with FISA, Rowing
Australia will be conducting a Classification Workshop from Friday 13th
November till Sunday 15th November 2009 at the Australian Institute of
Sport, Canberra.

Disher Cup Regatta
- Tomorrow
Racing
tomorrow in the Disher Cup Regatta will commence at 08:00 and in a
change back to the original finish, it will finish by the Boathouse
Restaurant, Grevilla Park, East Basin. The regatta is being hosted by
Royal Military College, Duntroon.

- 08:15 Exhibition Dragon Boat race
- 08:30 Women’s 4+
- 08:50 Men’s 8+
The
5km Men's eight course will start in the channel between Spinnaker
Island and Blue Gum Point and thence by the most direct route to the
finish at The Boathouse Restaurant in East Basin. The 2km fours course
starts from the pontoon outside the National Library in Central Basin
to the finish at the Boathouse Restaurant. The Anne Curtis Cup for
women's Eights is not being contested this year.

ACT
rowers are advised that the University Games regatta will be conducted
on the Yarramundi Reach course on 1-3 October with racing commencing at
0800 each day. Visiting universities are training on the lake
from 30 September. Crews in training are asked to avoid Yarramundi
Reach during these events. Details of the regatta, including the draw,

Seminar - Wednesday 30 September
A
seminar has been arranged for Wednesday 30 September at CGGS Aquatic
Centre from 6.00pm till 7.00pm. The seminar will be a
moderated
panel discussion on the subject of “making the jump” which is the gap
between sub elite programs at schools and clubs to the full time
programs of universities and academies. The panel will be
headed
by Brian Richardson,
former Australian coach and oarsman and Phil Bourgignon
from SUBC who are in town for the university games. It will provide
participants with an opportunity to ask the experts how to get the most
out of their crews this season whilst maximising their chances of
succeeding in the years to come.
The seminar is ideally
suited to current coaches in school or club programs and for those who
would like to benefit from the perspective of the elite coach looking
at junior athletes who may in the future come under their
care.
Club athletes are also welcome. There is no charge for the event.

The
National Rowing Centre of Excellence invites suitably qualified
candidates to apply for the position of Operations and Logistics
Manager. The position is full time and will be based in Canberra. This
position’s primary purpose is to effectively manage the logistical and

and conduct of international team tours, national training camps and

Maritime will be running a boat licence seminar and test in Canberra on
23 September. The course will be run at the Canberra Grammar School

Rowing Coaching Course - 06 September
A
Level One Rowing Coaching course is now open for bookings. It will be
held at the Canberra Girls Grammar School Aquatic Centre at a cost of
$170 per participant. Bookings must be made through the rowing clubs
and clubs must submit nominations by 30 August. There are limited seats
available.

U23s have commenced in Racice, Czech Republic with three ACT athletes
competing - Lauren Burraston, Louise Kilby and David Wright. Lauren
(WL4x) and David (M4x) are straight through to the final after winning
their heats. Louise (W4-) was 3rd in her heat but then missed out on

the Cross, Southern Cross Club Woden. Tickets are $70 per person for
dinner with raffles and an auction also part of the action.
The
dinner features guest speaker, Olympic Gold Medal winning coach and
last year's Australian Coach of the Year, Rhett Ayliffe, an auction run
by local sporting identity, Tim Gavel and ACTRA 2008/2009 rowing season
presentations.

The National Capital Authority
today opened LBG for rowing from West Lake through to Scrivener Dam.
They are still advising to avoid contact with the water and rinse down
with clean water after contact. Also note that the water temperature
has dropped to 10°C and cold water precautions should be implemented.

Burley Griffin remains closed
The
National Capital Authority has announced today that LBG will remain
closed for at least another week due to algae. The announcement can be
seen here.
When you are allowed back on the lake, you should note that the water
temperature has dropped significantly (11.3°C), even though the air
temperatures have not been particularly low.

a saving to the Association of approximately $7,000 per year.

- The
NCA has advised that LBG (other than East Basin) is safe for rowing
subject to precautions to protect from continuing high levels of algae
in the water.
- Medals will be awarded to first, second and
third placings in races with more than three crews entered.
Races
with only three crews will have Gold and Silver medals awarded, but not
Bronze. Medals can be collected after each race at the BRO
shelter.
- There will be no toilets at the finish line.
- Paramedics will be in attendance.
- Catering for drinks only will be managed by Daramalan.
- Crews
who experience capsize need to be washed down promptly. The
paramedic will have a fresh water supply to assist with rapid
corrective action, alternative is a shower at BMRC or Daramalan.

has received official advice from the National Capital Authority that
allows tomorrow's regatta will go ahead as planned. ACTRA will put in
place the risk management arrangements used last weekend in case anyone

the regatta should be aware of continuing NCA warnings about
algae in LBG. Note that East Basin and Central Basin remain closed.

ACTRA release this advice to its community today.
Also,
from the NCA today: "The NCA advises that the blue-green algae alert
remains and its is unsafe to use the lake for any activities that
involve contact with the water such as
swimming, bathing, canoeing, boating or rowing.
"The
NCA has had further discussions with ACT Health and has commissioned
additional blue-green algae tests this afternoon to provide the most
up-to-date information for lake users preparing for activities on the
weekend These results will be made available to Lake Users by
email, on the NCA website and through the media
as early as possible on Friday 20 February 2009.
"Should
the latest results from the blue-green algae testing show that the lake
remains unsafe for use, the NCA will authorise a closure of the lake
under the Lakes Ordinance 1976 and will request enforcement
of
the closure by the Water Police."

Sprint Regatta - 28 February - Call for Entries
The
ACTRA Sprint Regatta returns to the programme this year and will be run
on 28 February using the standard event list, but all races over 500

The
NCA had LBG water tested yesterday and the algae count had dropped.
However, NCA position on use of LBG stands until the results of samples
taken on Wednesday are considered.

Burley Griffin Algae Situation
The
National Capital Authority's closure of LBG on 12 February still
stands. As an NCA official is quoted "Warning signs are posted around
the lake and users and the public are advised
not to come into contact with the water until further notice. All algal
blooms should be treated with extreme caution". The NCA will be testing
the water again today and Wednesday, with the results announced the
following day.
As for the ISRA Regatta last weekend, ACTRA will
be making an announcement whether this Saturday's regatta can go ahead
based on these tests and appropriate risk minimisation arrangements.
During the week, rowers should take care and make their decisions on
lake use based on the NCA advice, and club policies on safety.

Yarramundi Reach course. This is a large two day regatta that usually
attracts hundreds of competitors and that many more supporters. ACTRA
will welcome assistance from experienced local volunteers, and invites
everyone to come and see the event for themselves. Yarramundi Reach is
closed to everyone other than competitors and officials for the weekend.

Girls Grammar School Regatta - 21 February - Call for Entries
The
CGGS Regatta is just over two weeks away. Entries are due with ACTRA on
the weekend of 14-15 February (during the ISRA Regatta). See your club
for details.
Yarramundi
Reach Course Buoys
A
significant number of the buoys on the rowing course are going missing
each week. We have been trying to educate coaches to avoid chopping
them out with coach boats, and the ferry masters are also taking more
care. However, it is also a significant for ACTRA to purchase new
replacements, when the buoys just need to be retrieved and refitted.
The course is maintained by volunteers from both Black Mountain and
Canberra Rowing Clubs. If you come across any loose buoys (on
water or land), please return them to either of those club houses so
they can be replaced where they belong.

Williams, a parent of a Canberra Girls Grammar Rowing Club rower, has
taken quite a few photos at last weekend's regatta. The are posted on

He is not looking to make any money as he enjoys taking the photo’s but

Special
repeat note re Races 16 lane 6, 38 lane 2, 53 lane
6
and 61 lane 5, these crews have one or two adaptive rowers
rowing
under ACTAS programmes. The single scullers are vision
impaired
rowers, these and the double scullers should be given every support by
our rowing community. The entry of the vision impaired single
scullers has been advised previously and ACTRA was disappointed to
receive a complaint about the single scullers being entered in E grade
races. Both single scullers will be accompanied by guides in
tinnies and are placed in outside double lanes.
Clubs are advised
that medals will be awarded to placings 1, 2 and 3 for the 31 January
regatta. Races with 3 crews will have medals awarded for
first
and second only. Cocky clubs may wish to have a wheelbarrow
handy.

Canberra on 14-15 February. Entries close on 03 February and are made
through Rowing Manager.

Selection Trials - Wednesday, 28 January

Wednesday 28 January CGS will be conducting selection trials in singles
over 1500m on the regatta course from 06:00 – 08:00 using lanes 5 and
6. Please ask coaches to take particular care with speedboat
activity on the course during this period.

2009 Youth
Olypmic Festival this week
The
YOF starts on Wednesday and runs until Sunday. The ACT has a great team
of young athletes going. The rowing is at SIRC, Penrith on Saturday and
Sunday and if it is like previous events, entry is free. You can see
more information at the YOF web site and the rowing
program is here. But NSW Rowing
Association is running the regatta and all the real information will be
here. The ACT team

Rowing Club Regatta - Call for Entries
The
CRC Regatta is being held on Saturday, 31 January. Entries must be
placed through your club so that they reach ACTRA no later than 25
January.
Standard
ACTRA List of Events
The
standard list of events has been changed for the CRC and following
regattas. The new list can be found here. The changes are:
- For
grade D and E there are now separate school events and open
events. In situations where entries are insufficient to
conduct
races in school and open categories the races may be combined to avoid
adding to the length of regattas. This is a reorganisation of
the
existing pattern of entries and will not result in additional races on
the programme.
- An events for MGD 2x (school and open) has been added
to the list.
Independent Schools
Rowing Association Regatta - 14-15 February
The

through Rowing Manager, on 3 February via school or club regatta entry

ACT Youth
Olympic Team practice regatta this Saturday
In
preparation for next week's Youth Olympics, the ACT team will be
running a mini regatta on the Yarramundi Reach course on this Saturday
morning. Program consists of three sets of two events at 07:00, 07:20
and 09:00. Please show consideration and keep out of the way. Coaches,
please don't wash off the crews. If you have a visiting rowing camp
group at your boatshed, please tell them about this.
